總預算首破2兆元 社福占24.3%居冠
【台灣醒報記者譚有勝台北報導】明年總預算首破2兆元！行政院長賴清德16日公布108年總預算將編列2兆220億元，相較去年編列的總預算增加了2.8%。其中，社會福利支出編列4922億元，占全預算24.3%，同時也是編列最多預算的項目。賴清德強調，此次總預算的特色主要是加強推動公共建設、強化科技發展與國防裝備、致力減輕家庭育兒負擔、積極培育人才，以及保障地方財源。
賴清德16日在院會記者會表示，由於近2年國內經濟動能帶動稅收成長，得以支撐國家預算擴張之量能，108年度總預算案歲出規模首次突破2兆元。108年度中央政府總預算歲入編列1兆9770億元，比107年度增加3%；歲出2兆220億元，比107年度增加2.8%。
他說，軍公教年金改革所節省之經費，不僅將悉數挹注退撫基金，另也將自109年起分10年編列1千億元持續挹注，以確保年金制度永續發展。換句話說，年金改革讓未來軍公教同仁可以領取到退休金。
賴清德也請各部會加速執行已通過的前瞻基礎建設計畫第1期特別預算，並就明年度總預算案及第2期特別預算案加強政策論述，同時應積極與立法院各黨團及委員溝通，以避免預算遭重大刪減、凍結，影響明年度所要推動之各項施政成效。
有媒體詢問，明年總預算擴大至2兆元是否會讓立法院審議有難度？賴清德指出，此次總預算歲出擴增幅度並未超過歲入成長率，此次歲入約增3%；歲出則為2.8%，總預算歲入歲出短差為450億元，連同特別預算短差為1053億元，合計1503億元，控制在2000億元以內，顯見政府在預算短差、舉債幅度上仍有相當大的空間。
根據主計處資料顯示，行政院108年度編列2兆220億元，較107年度增加551億元，約增2.8%，各項政事支出中以社會福利支出編列4922億元，占24.3%，居首位；教育科學文化支出編列4228億元，佔20.9%，居第2位；國防支出編列3295億元，佔16.3%，居第3位；經濟發展支出編列2482億元，占12.3%，居第4位。
